I live on Capitol Hill. The area right next to the freeway (Melrose) can be loud and is several blocks down the hill from groceries which can be inconvenient. Groceries/restaurants/etc are located along Broadway and 15th. I used to live on 17th and now live closer to Broadway. I like living closer to Broadway better. The buses come more often, there are more restaurants, more grocery stores, etc. There are two brand new apartment buildings on Broadway that have many open units. Both look nice. Not obvious on maps but there will be construction at Broadway and John for the next 6 years. I live a couple blocks away and hear noise occasionally.

Commuting to downtown and UW should be pretty easy from most places in the city. I don't know Eastlake but I know bus enabled folks who live in all the other neighborhoods you mention. You might also look in Ravenna. Its near UW, has good bus options and seems to have slightly more sane rents than Capitol Hill. I know several folks who live in Phinney Ridge and Greenwood and they bus downtown regularly as well.
