I believe they were invented for either the CCG or the old RPG modules.
I remember this being an issue on r.g.r.a for a while, and is the reason why Zang, for example, has seven generic unnamed Nazgul instead of the named ones.
That said, I think they're linguistically fairly authentic, and, if you're going to name the Nazgul something, you might as well use them...
Eventually, once a whole bunch of people have submitted names, all the names are put into a bucket and drawn out by pairs. Then the pairs are posted. Then people get to write stories about romantic endeavours between the pairs.
