Is there any rental car company that's particularly not-evil to people under 25?

I've had good luck with Enterprise, but it's not a company policy, necessarily-- in Colorado they were nice to me I'm not sure why, and in NY, it's a state law that rentals can't be mean to 21<people<25 (but they can piss on under-21 people)). Steve
